Toro 21565
Fuel treatment for the Toro 21565
Short answer
Both sizes on every listing that names accessories, and neither number has ever changed. In this catalogue that makes them unusual.

What decides it
The numbers that matter here
- Which size
The packet is one dose; the bottle is a supply
Toro calls 130-2393 a single-use dose on its own product page. Nothing on these listings says so, and no page here publishes a ratio for the 12 oz bottle.
- Neither number has ever changed
No supersession, no replacement, no obsolete marking
So a treatment number written in an old manual, on an old receipt or on a shelf label is still the right number. On this same machine that is not true of the engine oil.
- Serial range
Irrelevant here, for this and for everything else
The 21565 is the only model on this site whose listings do not diverge anywhere. You do not need your serial to buy any part for it.
- If your serial is 420000000–420606376
Your listing names no accessories at all
Not the newest run — two above it carry the full set — so the runs either side answer for it, and they agree completely.
- 131-3823 is not a treatment
It is ready-mixed fuel, listed alongside on every run
Fuel itself rather than an additive, which its own product page settles. It has never appeared on this site without 131-6572 next to it.
In detail
Choosing fuel treatment for this mower
Toro lists two fuel treatments for the 21565 and lists both on every listing that names accessories: 130-2393, a 0.5 oz packet, and 131-6572, a 12 oz bottle. On this machine that is no surprise — the 21565's listings do not diverge anywhere, which is why its records are scoped to the model rather than to a serial range.
**What is worth saying here is that these numbers have never changed anywhere.** Not on this machine and not on any other one this site holds. Neither has been superseded, neither has been replaced by a different number, and neither is marked obsolete on any listing.
That is rarer in this catalogue than it sounds. **The engine oil changed number** — 117-0066 to 138-6053 — and did it at four different serials on four different machines, with the old number printed *OBS* on the listings that still carry it. **The discharge chute changed number.** **The engine maintenance kit changed number twice** and then stopped being listed at all on some machines: ask Toro for one of those old kit numbers today and it serves a different kit's page under a replacement line, ask for another and it serves no page whatsoever. Even a rear wheel here carries a supersession that Toro publishes only when you request the older number.
**Against all of that, the fuel treatments are the steadiest numbers in the catalogue.** The packet you would order for a 21565 built at the start of its production is the packet you would order for one built now, and the same is true on every machine here.
Between the two sizes, the packet is a **single-use dose** — Toro says so on the packet's own product page and on none of these listings, which end by telling you to check the product label instead. The bottle is a supply, and no page publishes a ratio for it.
One run carries no accessory list at all, 420000000–420606376. It is not the newest — two runs above it name the full set — so an owner inside that window can read the answer off the runs either side, which agree with each other completely.
131-3823 is the third number on these listings and is not a treatment. It is All Season 4-Cycle Fuel: fuel itself rather than something added to fuel. It has the same clean history as the other two, no supersession and no obsolescence, and it has never been listed anywhere without 131-6572 beside it.
The mistake we see most
Method
How we established this
We opened all ten listings Toro publishes for model 21565 and recorded which fuel treatments each names. That no fuel number has been superseded was checked two ways: no listing anywhere here prints an obsolescence marker against one, the only number so marked in this whole catalogue being the engine oil 117-0066; and each of the three product URLs was requested directly, none of which redirects or carries a “Replaces Product” line. The packet's page was opened on 31 August 2026, the first time this site had asked it.

The answer is not the same on every machine, which is the point of checking rather than assuming.

Parts — 21in Super Recycler, model 21565, serial range 420000000–420606376
The Toro Company · Primary source · Accessed August 21, 2026
Toro publishes this listing for the model and serial range, and it carries no accessory list at all — assembly drawings, a downloadable parts catalog and manuals only. We opened it and there is nothing on it to record, which is why no fitment on this site is scoped to this range. That is different from a part being absent from a list: this page makes no statement about any part.

OIL-30/10W-30 SYNTHETIC CK4 [QT] (Part # 138-6053), served at /product/117-0066
The Toro Company · Primary source · Accessed September 5, 2026
Requesting the 117-0066 product URL serves the page for 138-6053 under the line “Replaces Product 117-0066”, which is Toro stating the oil supersession directly rather than this site inferring it from which number sits against which serial range. Re-read 31 August 2026 and unchanged, and again 5 September 2026. Internal designation OIL-30/10W-30 SYNTHETIC CK4 [QT]. One bullet frames the oil for zero-turn riding mowers (TimeCutter MX, Titan, Titan MX) while the overview calls it the choice for any outdoor power equipment; the page names no walk-behind model. It does state a capacity — the title reads “(32 oz.)” and the first bullet repeats “10W-30 engine oil (32 oz.)” — corrected 5 September 2026 from an earlier reading that missed it.

Premium Fuel Treatment (0.5 oz.) (Part # 130-2393)
The Toro Company · Primary source · Accessed August 31, 2026
The number requested, no redirect and no “Replaces Product” line. Opened for the first time on 31 August 2026 — the most-listed fuel number on this site had never had its own URL asked. It publishes one thing the parts listings do not: the page calls the packet a “single-use dose”, where every listing description ends by telling the reader to check the product label for the correct dosage. Internal designation TORO PREMIUM FUEL TREATMENT .5 OZ, and the title reads 0.5 oz — two surfaces against the .05 oz. printed for the same number on kit 20298. It names no machine.

All Season 4-Cycle Fuel for Lawn Mowers and Snow Blowers 32 oz (Part # 131-3823)
The Toro Company · Primary source · Accessed August 31, 2026
The number requested, no redirect and no “Replaces Product” line. Internal designation 4-CYCLE FUEL, SNOW AND LAWN, 32OZ CAN. Toro describes it as “ethanol-free fuel formulated specifically for outdoor power equipment engines” with “no mixing required — pours straight in”. That settles what it is: fuel itself, not something added to fuel, which is why it is not filed beside the Premium Fuel Treatments in pt_fuel_additives. Recorded as a source with no part and no fitments while the category question is with the owner — the evidence is kept even though the record is not made.
- 14
Premium Fuel Treatment (12 oz.) (Part # 131-6572)
The Toro Company · Primary source · Accessed August 31, 2026
Toro’s own page for the number requested, with no redirect and no “Replaces Product” line in either direction. It describes what the treatment is for — protecting small 2-cycle and 4-cycle engines from ethanol-blended fuels — and names no machine, model or engine, so it establishes what the part is and nothing about what it fits. Every fitment for this number rests on the parts listings instead. **Re-read 31 August 2026 and unchanged.** Internal designation TORO PREMIUM FUEL TREATMENT 12 OZ BTL. It publishes no ratio: a bullet says to refer to the product label for the correct dosage for your fuel tank size, which is a pointer rather than a quantity.
