In detail

Choosing fuel treatment for this mower

Toro lists both fuel treatments for the 21200 on every listing that names accessories: 130-2393, the 0.5 oz packet, and 131-6572, the 12 oz bottle. Neither enters or leaves at any serial.

The 21200 is the electric-start 21199, and comparing the two run by run is the thing this page can do that its sibling's cannot. **Their accessory lists are identical on seven of their eleven runs**, and on an eighth neither machine publishes an accessory list at all. Where they differ they differ by exactly two pairs — the synthetic oil, 117-0066 against 138-6053, and the blade, 20120P against 20122P — because the 21200 makes both changes at a lower serial and the 21199 is briefly behind. One further run gives the 21199 a bag kit that the 21200 does not list.

That is the whole of the difference between these two machines as Toro publishes them: an oil, a blade and one bag kit. **The fuel treatments are the same on every run.** This site has now compared these two in three categories: the striping kits agreed exactly, the engine oil was four and a half million serials apart, and fuel treatment agrees again. So an answer borrowed from the sibling is safe here and was not safe there, which is the argument for answering by model *and* category rather than by machine.

The maintenance kit beside the treatments behaves as it does on the 21199, at the same serials: 130-8149 on the oldest run, 130-8146 on the next, and no service kit at all from 403600000 upward. The 21199's page sets out what those two numbers do and do not publish about their contents; nothing about it differs here.

**One run publishes nothing.** 413000000–414514168 names no accessories of any kind, so an owner inside that window is shown no fuel treatment, no oil and no blade — not a short list, none. The runs directly below and above it both name both sizes.

The serial it opens at is not this machine's own. **Seven machines whose listings this site has read begin a production run at exactly 413000000, and they do not behave alike.** Three publish nothing on it: this one, the 21199 and the 21352. Four publish a full accessory list: the 21199HD, the 21464, the 21564 and a 60 in. zero-turn riding mower.

That last one is what settles it. A serial shared by a walk-behind, a SmartStow and a zero-turn rider is a catalogue being re-cut, not a mower changing. But four of the seven carry accessories on that run and three do not, so **the shared serial and the empty page are two separate things** — whatever emptied three of these pages did not empty the other four.

131-3823 is on every accessory-bearing run and is not a treatment. It is All Season 4-Cycle Fuel: fuel itself rather than something added to fuel. It has never been listed anywhere on this site without 131-6572 beside it.

The mistake we see most

Reading the empty run as a fact about the mower. It names nothing of any kind, and the serial it starts at also starts a run on six other machines here — four of which do publish a full accessory list.

How we established this

We opened all eleven listings Toro publishes for model 21200 and recorded which fuel treatments each names, then compared every run against the 21199's as full accessory lists rather than by looking up the treatments alone. The 413000000 comparison was not read off a matrix: every listing on this site that begins a run at that serial was opened individually on 31 August 2026 and its accessory section looked for by name.

Every fitment for this number rests on the parts listings instead. **Re-read 31 August 2026 and unchanged.** Internal designation TORO PREMIUM FUEL TREATMENT 12 OZ BTL. It publishes no ratio: a bullet says to refer to the product label for the correct dosage for your fuel tank size, which is a pointer rather than a quantity.
