Choosing fuel treatment for this mower

Toro lists both fuel treatments for the 21199 on every listing that names accessories: 130-2393, the 0.5 oz packet, and 131-6572, the 12 oz bottle. Neither enters or leaves at any serial, so nothing about this purchase depends on yours.

**What changes is the kit beside them.** An engine maintenance kit appears on exactly two runs of this machine, under two different numbers, and on none of the eight above them. The oldest run, 400000000–402081999, lists 130-8149, which the listing itself calls a Briggs maintenance kit for TimeMaster 2017 and newer. The run directly above, 402082000–403599999, lists 130-8146, the Engine Maintenance Kit for Walk-Behind Power Mower. **From 403600000 upward there is no service kit at all, on any run, right through to the newest listing.**

That is a fuel-treatment fact rather than a digression, because a maintenance kit is where a packet of this treatment usually sits unannounced. Ask Toro for 130-8146 as a product and it serves kit 20301, under the line “Replaces Product 130-8146”, and that page itemizes an air filter, a spark plug, an 18 oz bottle of SAE 30 and **two packets** of 130-2393. Not one. So an owner in that second range who buys the kit and a packet has three.

**The older number answers nothing at all.** Requesting 130-8149 as a product does not serve a product page: the URL lands on Toro's “we were unable to find the web page you requested” page, which answers HTTP 200 rather than a 404. What that kit holds is not something Toro publishes anywhere we have been able to open, so we do not say it holds a packet and we do not say it holds none.

From 403600000 the question stops arising. With no kit on the listing, the packet is only ever sold as itself and what you order is what you get. The 21200 does the same thing at exactly the same two serials, with the same two kit numbers — these two machines are the same mower with different starting, and here they agree completely.

One run publishes nothing at all. 413000000–414709995 names no accessories of any kind, so an owner inside that window is shown no fuel treatment and has learned nothing about the machine. The runs directly below and above it both name both sizes.

131-3823 is on every accessory-bearing run and is not a treatment. It is All Season 4-Cycle Fuel: fuel itself rather than something added to fuel. It has never been listed anywhere on this site without 131-6572 beside it.

The mistake we see most

Assuming the two kit numbers hold the same things because they are listed for the same mower one range apart. Toro publishes contents for one of them and no product page at all for the other.

How we established this

We opened all eleven listings Toro publishes for model 21199 and recorded which fuel treatments and maintenance kits each names; the three runs where the kit appears and disappears were re-opened on 31 August 2026, as was the run that names nothing. Both kit numbers were then followed to their own product URLs, which is the only place the contents are published: 130-8146 serves kit 20301 and itemizes them, and 130-8149 serves a not-found page that answers HTTP 200 rather than a 404 — a distinction an earlier review of this site had to correct, and the reason this page says no contents were found rather than that none exist.

Recorded so that “we found no contents for this kit” names a page that was actually opened, rather than standing on the parts listings alone. **Re-read 31 August 2026: the redirect and the wording are unchanged, and the page’s own heading reads “Page Not Found (404 error)”** — which is exactly how the original mistake was made. The page says 404 and the server does not.

It publishes no ratio: a bullet says to refer to the product label for the correct dosage for your fuel tank size, which is a pointer rather than a quantity.
