Toro lists an air filter, a spark plug, 18 oz. of SAE 30 oil and fuel stabilizer for 130-8146, and publishes nothing for 130-8149 — so the two cannot be compared on contents. Check the packaging before planning a service around either.

Choosing engine maintenance kits for this mower

Two things happen to the maintenance kit on this machine, and the second one is the unusual one.

First it changes. Toro lists 130-8149, named BRIGGS MAINT KIT - TM 17 & NEWER, for 400000000–402081999. The very next published range, 402082000–403599999, lists 130-8146 instead, named Engine Maintenance Kit for Walk-Behind Power Mower. One range apart.

Then it disappears. Neither of the two later ranges we opened — 407700000–410243166 and 414709996–999999999 — lists an engine maintenance kit at all. They list oil, fuel treatment and the usual accessories, and no kit.

We are recording that as unknown rather than as "no kit exists for your machine", and the distinction matters. A part missing from an accessory listing is not a statement from Toro that nothing fits. It may mean the kit was discontinued, or that it moved somewhere we have not looked, or something else entirely. Toro does not say, so neither do we. If your serial number falls in one of those later ranges, a dealer is the right place to ask — not a search result.

One difference between the two kits is worth knowing before you buy either. Toro itemizes 130-8146 — a replacement air filter, a replacement spark plug, an 18 oz. bottle of SAE 30 oil, and a packet of fuel stabilizer. It does not itemize 130-8149. So you can see what one contains and not the other, and comparing them on contents is not possible from these pages.

Note also that this is a 223 cc Briggs & Stratton OHV, a different engine from the 163 cc EXi in the 22 in. mowers on this site. None of the kits listed for those machines appears on any 21199 listing we opened — which is a statement about what Toro lists, not about what would or would not fit.
